Providing medical care in new regions of Russia
In 2022, Moscow came to the aid of the people of Donbas, assuming a significant share of medical care in the Donetsk and Luhansk People's Republics. Since then, multidisciplinary teams of doctors and nurses from leading Moscow medical organizations have been working in the DPR and LPR. These teams include anesthesiologists and resuscitators, surgeons, neurosurgeons, cardiovascular and endovascular surgeons, traumatologists and orthopedists, ophthalmologists, and other medical specialists. The medical staff work on a two-week shift schedule.
"Since 2022, nearly 1,400 specialists from 61 city medical organizations have been on official business trips to Donbas. They have performed more than 31,000 surgeries and provided over 95,000 patient consultations," Sergei Sobyanin wrote on his Facebook page. messenger "Max".

In 2022–2023, teams of specialists were formed to conduct preventive examinations of children in the LPR. During these visits, medical professionals examined over 11,300 young patients and, where necessary, provided recommendations for in-depth examination and treatment.
Moscow also provided support for the design, opening, and operation of a number of medical facilities in the DPR and LPR. These include the Donetsk Republican Perinatal Center named after Professor V.K. Chaika, Luhansk City Polyclinic No. 12, and the diagnostic center of the M.I. Kalinin Republican Clinical Hospital in Donetsk.
Thanks to the joint efforts of Moscow experts, doctors, and local specialists, elements of Moscow-based medical care standards are being implemented in both outpatient and inpatient settings in Donbas medical facilities. This significantly improves the level of medical care in the new regions.
As humanitarian aid, 1.72 million packages of medicines, 6.87 million units of consumables, 5.2 thousand units of medical devices and 6.8 thousand units of non-medical devices were delivered to the new regions.
"Patients from the LPR and DPR are also receiving care in the capital. City hospitals have treated more than seven thousand residents of the republics," Sergei Sobyanin wrote on his channel in messenger "Max".

Moscow medicine for the regions of Russia
In 2024, at the direction of the Russian President, the MosMedII digital platform was created in Moscow, giving medical organizations across the country access to remote analysis of radiological examinations using artificial intelligence services. In less than three years, it has processed over 18 million examinations across Russia.
Currently, the Moscow platform is used by 2,500 medical organizations from 75 regions of the country, as well as a number of federal medical centers, including the Federal Medical and Biological Agency and the V.A. Almazov National Medical Research Center.
Moscow processes 1.4 million scans monthly, of which 1.1 million (approximately 80 percent) are processed in other regions of the Russian Federation. This represents an estimated 25 percent of all scans performed in the country.
The leaders in the number of studies include Krasnodar Krai (1.7 million), Voronezh Oblast (1.4 million), Chelyabinsk Oblast (1.3 million), Krasnoyarsk Krai (1.1 million), Moscow and Tyumen Oblasts (one million each), Samara Oblast (684 thousand), Nizhny Novgorod Oblast (644 thousand), Kaliningrad Oblast (590 thousand), Bashkortostan (560 thousand), Altai Krai (492 thousand), and Lipetsk Oblast (481 thousand).
In total, the MosMedII platform offers regions 18 AI-based services for interpreting CT scans, X-rays, fluorograms, and mammograms. Most of these are comprehensive, capable of detecting up to 14 different pathologies in a single image.
These include diagnostic services for such socially significant and common diseases and conditions as ischemic heart disease, ischemic stroke, intracranial hemorrhage, pneumothorax, malignant lung tumors, pulmonary emphysema, chest dark spots, breast cancer, rib fractures, aortic aneurysm, and others.
Connecting medical organizations across Russia is accomplished through a single access point. The platform is free. Local healthcare authorities can independently choose which AI services to connect to in their region.
Using the MosMedII platform is becoming as simple, convenient, and efficient as possible for regional medical institutions. It works like this: regions submit an image, and a preliminary report indicating the diagnosis is returned. Most images are processed within five minutes.
